Firestarters are magical beings. Sometimes, like with Billie Jenkins' sister, Christy, they are witches. Some like The Source of All Evil are demons, though it was never officially stated that he was a firestarter. He had the powers of one, but they could have been stolen.
The implication that I have heard is that most firestarters are otherwise nonmagical, so since it was never stated that Tyler was a witch, he may or may not be one.
